You cannot edit or fill in a PDF
When you click into a PDF and nothing happens, the file is not broken — it is one of four kinds of PDF that do not accept typing directly. Each still can be filled in.

It is a scan
A scanned page is a photograph of paper: there is no text to select and no fields to click. You can still type on top of it with Add text to PDF, placing text where the blanks are, and OCR makes the text underneath searchable and copyable.
The form has no real fields
Many forms are printed layouts saved as PDF, with lines where you are meant to write. Fill PDF form fills real fields when there are some; when a PDF has none, it tells you so and points to Add text to PDF, which lets you write anywhere on the page. The result prints and emails the same way.
Editing is restricted
Some PDFs carry a permissions password that blocks editing or form filling while still letting you read. If the document is yours or the sender gives you the password, Unlock PDF removes the restriction. Do not remove restrictions from documents you are not entitled to change.
The fields were flattened
A flattened form has had its fields baked into the page so no one can change them — the values are now part of the page. To change an answer, ask for the fillable original, or cover the old value and type the new one on top.
